Accessibility Statement for the UKAEA Scientific Publications website

This accessibility statement applies to the https://scientific-publications.ukaea.uk/ subdomain. It does not cover the main UKAEA website or any other subdomains.

This website is run by the UK Atomic Energy Authority. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 400% without the text spilling off the screen and without content being truncated or overlapping
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We are not aware of any accessibility issues with the website other than those listed below, which all relate to the PDFs that can be downloaded.

Issues potentially affecting everyone

  • The PDFs do not have titles, so the document name is not displayed in the browser tab and screen readers do not announce it when the document is opened. However, the impact is minimal because the document name is displayed prominently on the first page of each PDF.
  • In the PDFs, some combinations of text and background colour do not have sufficient colour contrast and may be difficult to read.

Issues affecting screen reader users

  • The PDFs are not tagged. Screen readers should be able to read all the text, but they will not announce any structure such as headings, lists or tables. Also, the images will not have text alternatives.

Technical information about this website’s accessibility

UKAEA is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below.

Note that the website content is fully compliant with the exception of the third-party documents that can be downloaded.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

WCAG 2.2 level A

  • The PDFs are not tagged, so the images do not have text alternatives. WCAG 2.1 SC 1.1.1 (Non-text Content)
  • The PDFs are not tagged, so the semantic structure is not conveyed programmatically. WCAG 2.2 SC 1.3.1 (Info and Relationships)

WCAG 2.2 level AA

  • In the PDFs, some combinations of text and background colour do not have sufficient colour contrast. WCAG 2.1 SC 1.4.3 (Colour Contrast)

Disproportionate burden

PDFs and other documents

The website contains more than 730 PDF reports and publications that were created by third parties since 23 September 2018 and are therefore in scope of the regulations. Since they are from many different sources, the level of accessibility of these documents will vary. The cost of testing the documents and fixing any accessibility issues would be prohibitive.

Since the documents have not been tested, we cannot specify the accessibility issues that may be encountered. Furthermore, since the documents are from many different sources, the accessibility issues are likely to be different in each document.

Content that’s not within the scope of the accessibility regulations

The website contains more than 2700 PDF reports and publications that were created by third parties prior to 23 September 2018. None of these documents are needed for active administrative processes relating to the tasks performed by the UKAEA, so they are therefore out of scope of the regulations.

Preparation of this accessibility statement

This statement was prepared on 18 September 2024. It was last reviewed on 18 September 2024.

This website was last tested on 18 September 2024. The test was carried out by Test Partners Ltd.

We used this approach to deciding on a sample of pages to test.

  1. We used an automated website mapping tool to identify all the pages and documents on the website.
  2. We removed all the documents from the list. They are exempt either because they are “legacy office documents” or because the “disproportionate burden” exemption will be used.
  3. We manually assessed the web pages and determined that the pages for each publication and report are equivalent, so only one example of each needed to be tested. All the other pages are different from each other, so they all needed to be tested.
  4. We conducted a manual WCAG audit on the pages.
  5. We conducted two rounds of fixing and retesting, until all the WCAG non-conformances have been fixed except for those in the third-party content.
